rationale:
It's an application, so I put it in App:: . I'm hoping for there to
be more Perl Monger related tools, so I put it in App::PM, And it's
primarily the website tool, so App::PM::Website.
Someday I may expand this into a more general tool set for PM
groups, as App::PM::toolbox, integrating in some of the
App::PM::Announce features, etc.
