rationale:
drop-in replacement for LWP::UserAgent - allowing capturing of
requests/responses that pass through, or by substituting our own
reply. Can dispatch outbound traffic to a PSGI app. Useful for tests
of code that interacts with the network. Nothing else that I am
aware of has this ability.
