I moved this application from Net::Inspect tools/ directory because
it outgrow the limited intention of Net::Inspect and grew into a
powerful application supporting Net::IMP plugins for modification of
content. The choice of namespace reflects, that it is an application
(App::) and that it is an HTTP proxy supporting IMP plugins
(HTTP_Proxy_IMP), so it should be narrow enough.
