rationale:
VMS is the root namespace for OpenVMS specific modules. This module
is called VMS::Time because it interfaces fairly directly with four
OpenVMS time related system services.
VMS::Misc contains some routines for converting between various
date formats including an OpenVMS time quadword but does not allow
access to the system services.
