Simple function oriented module for IP address operations like
class, mask resolution, functions to determine subnets and hosts.
Works on top of standard perl - does not need any other module.
This module had earlier been named Net::IPUtilsBasic - now
scheduled for removal. A few functions are quite similar to Net::IP,
I avoided using which because of the OO interface.
