rationale:
There is Perl::Critic, to point out issues in code, but many of
these issues can be easily fixed by running a script.
This module aims to create an interface where one can specify a set
of rules (aka coding policies) to automatically rewrite scripts and
modules.
This module is useful for bulk "modernising" of large legacy
codebases.
It's not expected that these rules would be perfect. The aim is to
automate tedious tasks.
