rationale:
This module is about scanning the code repository of project and
detect any used OSS ( Open Source Software ) files. Since the
majority of tasks this module performs would be about file searching
and scanning, so I decided to use the "File::" as the top level
namespace, followed by "OSS::" which stands for Open Source
Software, and ends by "Scan".
