  rationale:

    This module is an alternative to the DateTime::Format::Excel module
    where that module follows the convention of the Psion Abacus / Sheet
    program. This follows the Microsoft Windows Excel implementation
    more closely for the range of 0 to 60. The namespace choice is based
    on providing alternatives to the original DateTime::Format::Excel
    sheet. The object oriented interface was more closely modeled after
    DateTime::Format::Epoch rather than the mixed functional and object
    oriented interface of DateTime::Format::Excel.
