rationale:
This will be documentation to point users at alternatives to
CGI.pm. As the plan is to remove CGI.pm from core and discourage new
development with it there needs to be a low barrier to entry for
finding alternative solutions. Providing documentation to show
"modern" alternatives seems like a good idea. CGI.pm documentation
will be updated to link to this documentation.
