rationale:
I honestly did not know about the root namespace being a limited
place until I got to this form and would be happy to change this to
something like cexio::API if absolutely needed, although I believe
that would be dissuading to people looking for a supported cex.io
module.
This is intended to be a comprehensively supported implementation
of the API referenced at https://cex.io/api.
