why:
The account is needed to manange CPAN packages for Zonemaster,
which is a Perl open source program for DNS delegation validation.
The program is a cooperative effort between IIS in Sweden (.se TLD)
and Afnic in France (.fr TLD) and a shared CPAN account is needed.
As it is now, Zonemaster modules are published in CPAN with an IIS
account, but that do not scale.
