I'm afraid I no longer have rights on the distribution - I had either
given up maintainership rights on my distributions, or in this case
dropped my co-maintainer permissions, which means PODMASTER has the
original creator permissions on it.
PODMASTER appears not to have been active since around 2004.
I suggest you follow the
http://pause.perl.org/pause/query?ACTION=pause_04about#takeover
guidelines and contact modules@perl.org about taking over the module. I
am copying this email to them as an indication of my permission (for
what its worth since I have dropped maintainership) for you to pick up
HTML::Scrubber.
