     why:

    I would like to publish HTML::Anchor::Audit 0.001, an MIT-licensed
    offline Perl library and local-file command for checking section
    links in UTF-8 HTML articles. It reports missing fragment targets,
    duplicate IDs and ambiguous references with line numbers, Unicode
    character columns and UTF-8 byte positions. It supports Arabic IDs,
    percent encoding, attribute entities and NFC diagnostic hints
    without changing matching semantics. It performs no network requests
    and does not modify input. Source:
    https://github.com/nedal-dev/html-anchor-audit . The release passes
    109 assertions, POD validation and MakeMaker distribution tests on
    Strawberry Perl 5.42.3; parser and CLI tests also pass on Git/MSYS
    Perl 5.42.2. We compared HTML::SimpleLinkExtor, HTML::Lint,
    WWW::LinkRot and W3C-LinkChecker. The intended difference is a
    narrow in-memory API with structured source-located reports and
    Unicode hints, rather than a new web crawler or a claim to invent
    fragment checking.
