The detective work you have done is quite outstanding. Many people
don't bother and certainly don't document it.

Try adding this one line to your Apache configuration for mod_wsgi.

  WSGIApplicationGroup %{GLOBAL}

The hanging of an application like that can be a third party extension
module which isn't written properly to work in a sub interpreter. That
statement forces mod_wsgi to run application in main interpreter just
like it would be with command line Python.
