Graham, I wanted to give you a heads up on this issue. Effective end of 2014, I've left my project which used mod_wsgi and thus can't test anything directly anymore. However, I've instructed my staying colleagues to test your proposed solution out and give their feedback directly on this list. I suspect that prolonged Christmas holidays contributed to extended silence on their part, but I'll try to get in touch to nudge them a bit. From our previous discussion, I suspect setting LANG to "de_DE.utf8" would yield the expected result -- this is what I would like my colleagues to test out.
