Using the pip install method has only been tested with Apache 2.4. As a result 
it only looks for Apache 2.4 by default.

If you want to try with Apache 2.2, set the environment variable in your shell:

    MOD_WSGI_APACHE_ROOTDIR="c:\Apache22"

and do what ever you need to do on Windows to export it so it is visible to the 
pip command when run.

Set the path for your Apache 2.2 installation appropriately.

If that works let me know and I will update setup.py to look for both 
c:\Apache24 and c:\Apache22 directories.
