Ok, this is a two years old message. At the time I workaround this using mod_proxy to a different "<virtualhost>". Working for two years but "mind unsatisfactory". Yesterday I decided that I was going to drill deep on this. After a few minutes, I solved the issue changing the "<Location>" directive to "<Directory>" directive, as suggested Apache HTTP by best practices. This change delays the webdav activation until the very last moment, giving mod_wsgi an oportunity to override. Better late than never, they say. PS: Congratulation to Graham. In these years I have tried quite a few WSGI servers and mod_wsgi is THE ONLY one up to the task. Like Apache HTTP server itself, mod_wsgi is ignored by newcomers, but oldtimers know what the battle tested and well thought stuff are. Thanks for your tireless work.
