I have found the culprit but not the solution. The problem was my firewall. ZoneAlarm Security Suite v7 was quietly blocking cookies from localhost:8080. I had allowed localhost and Firefox but ZoneAlarm ignored the settings for the higher port. Thanks for the suggestion...it gave me the key to troubleshoot.
