Please find the discussions about it around mid-2015 I think, the beginning of this group. Basically having an account on OSSRH and following the process (like creating a ticket) should be enough. Point them to your Github account or so to help them establish authenticity.
None of us to my knowledge has any kind of "admin" status there anyway.
