I'm not sure what the problem you're having is.  Here are the potential 
problems I see.

First, are you really running a pop3 server on port 25 of your mail server? 
I doubt it.  You probably don't need to specify a port, unless you run your 
pop3 server on a port other then the default (110)

Second, your period is from 9AM - Noon, and your failure was at 2:23pm.  So 
it logged a failure but didn't send an alert.  If you want 9AM-Midnight, 
you should say 12am.

Finally, 'alertafter 10m' means it would only send an alert after the 
service has been failing for 10 minutes.  Depending on exactly how 
precisely the monitor gets run, and how long it takes to return, this might 
be 2 failures in a row, or 3.  I suggest 'alertafter 3' if thats the 
behavior you want.
