I'm not familiar with a webmin module to query mon, so I need some more info:
Is mon running on the same server as the gui(mon.cgi or what have you) is? If not, then you need to change $monhost to be the correct host. Then, after that is set up correctly, we can look into any permissions problem that you might have.
