Thanks to some help by someone responding outside of the mailing list, I was
able to identify the problem. The issue was that the pager company had
contracted out some pagers to another company, and hence had a different
number to call in than what was given to me initially. I thought I'd throw
this technique out there in case anyone found it useful - particularly for
first-timers like me.

First, start up minicom and set it to 7-bit, even parity, and 1 stop bit.
When the modem answers and says "ID=", enter "M" for manual. You will be
prompted for the pager ID after that. Overall, it looked as follows:

atdt 6900000
CONNECT 2400/NONE
ID=M
Enter pager ID(s):
3041254
Enter Alphanumeric Message:
test 123
...

After I entered the pager ID, the remote end responded with an "ID not
valid". It took some time with their tech person before he realized my pager
wasn't on the switch he gave me the number to.
