I'm assuming you used the Windows installer (.msi file). That does not contain any header files. You will need to get the source tar files (.tar.gz files). In this case, Mapi.h is in clients, and mapi.h (in a different directory) is in MonetDB4. If you want to build a program that just "talks" to the server, you need the one in clients.
