Fixed in CVS ... monit no longer requires monitored file to exist on
monit's start when "if changed size" test is used.

You cannot start monit if there is a test for the size of a non-existent
file. It is the same sort of annoyance.
I suggest to allow it, and treat non existing files as if their size is
-1 .
