Dear All,

Recently i have been observing a situation that needs your expertise.

When monit is in stopped/disabled state (in systemd), i observed this behavior:

  1.
it's able to call "/usr/bin/monit start xxx"
  2.
It's unable to call "/usr/bin/monit stop xxx" and returning message: Monit: the 
monit daemon is not running

Is there any reason why monit is able to perform "start", but not "stop" when 
the daemon is not running ?
I'm expecting that when monit daemon is not running, it's not possible to 
invoke start and stop command.
