It seems these two target files are missing from the 4.0.1.34 release tarball https://github.com/mono/mono/blob/master/mcs/tools/xbuild/targets/Microsoft.Portable.VisualBasic_4.0.targets https://github.com/mono/mono/blob/master/mcs/tools/xbuild/targets/Microsoft.Portable.VisualBasic_4.5.targets With these added it builds.
