Wait, you are building mono _on_ Android? I don't think mono supports custom Android build. Things WON'T work and it is quite as expected. That's not a bug at all.

We Xamarin don't even use full mono stack. xbuild is totally out of mobile scope.

Android's native support for locale is notoriously broken. I used
-DNO-LOCALE when building mono, hoping that it would be taken into account
