Best I can tell, Windows Forms are done up in GTK# under Mono. ADO.Net is widely supported, and most major database systems have providers written (ByteFX for MySQL, etc). Works just fine, and the legal issue, AFAIK, is, according to Miguel, far overblown. There are several recent threads on that topic that a quick archive search should produce.
