You can, with some limitations. Basically, the code the .exe contains/uses must be present on all platforms you try to run it on. :-) So if you use (e.g.) System.EnterpriseServices, it'll likely only run on .NET, and not Rotor, PNet, Mono, or Pocket PC. While System.Collections should exist on all those platforms. Another exception is "mixed-code" assemblies -- assemblies that contain both native and managed code.
