I've got no solution, but I just want to say, that I also got the "Error: 
Strong name validation failed for
>assembly 'Mono.Security'." when I tried to use the assembly that comes with 
>Mono 1.0.5 installation.
I didn't solve it, but had to use another Mono DLL I found in some 3rd party 
software we use.

You don't 'register' a .net assembly (this is a com thing).   You can 
put it in the gac if you like.

The second one sounds like a modified assembly after it was signed.
