I don't think that mono (the runtime) can be easily compiled for WinCE with it's current build system. Also we currently don't have a JIT for any of the CPUs commonly used in the pocket devices, so you would need to resurrect our IL interpreter (mint), that I vaguely remember someone telling to being able to use in the time range Sergey cited above.
