Yes, it means that your libgdiplus is there and doing it's job (i.e. it's not a bug but a configuration issue). My guess is that your mod_mono instance must be running under another user account where the libgdiplus, or something it depends on, cannot be found (since it's an unmanaged library the GAC or MONO_PATH are not enough).
