May be I'm wrong but, have you tried to install/reinstall the library ?

As I know GDI+ is a library that comes with windows, if it can helps ..

the imortend line ist here "libgdiplus: assumed to be installed" But libgdiplus 
is not installed (!) - so how can I fixed this?
