I don't believe it is possible to move the /Library/Frameworks/Mono.framework directory to a local folder. Nothing I have tried has allowed me to run a Gtk# app like that.
It works fine on Windows, by setting the MONO_PATH correctly. I even tried editing .config files on the Mac to point to the local folder. Too bad.
