Before anything else, why do you want mono & monodevelop on windows?  If you 
want to develop code in .Net and test on mono - the windows version of mono is 
going to get you better test results than just testing in visual studio, but 
there are differences between mono on windows and linux/osx/other.  It is 
advised, if possible, that you do your windows/.Net development on windows with 
visual studio, and do your monodevelop work on the actual target platform - mac 
or linux or whatever.

That being said, what you're doing is logical, and should work.  I know nothing 
and sorry I can't help.
