Here's the problem.
Download the latest stable release of Mono and get the dll's (System.*)
from that (mono-15.tar.gz).
You may like to go through the thread "Bootstrapping CVS mono and mcs"
on the mailing list.
I wish someone could archive the thread and put it on the website.
