It is mostly historic reasons. In the old days, we were hoping that we could make things toolkit-independent, but that turned out to not be possible if we wanted a complete binding. The Gtk directory is a relic. The only one supported is the WineLib directory. The Window.Forms directory holds code that was originally supposed to be "shared" across implementations.
