The way I see it: GTK# is not WinForms. WinForms is much more popular and used, by the way. The existence of GTK# designers doesn't mean WinForms designers aren't needed.
People have been asking for a Mono WinForms designers for years. Some people tried to make one but ultimately failed. The web approach may be a good idea.
