Susan, I haven't looked at the config files, but from your description it does indeed sound like a bug, we do need the same config for the 2.0 profile. Would you mind logging a bug at bugzilla.ximian.com? File it under System.Windows.Forms if you can't find an appropriate category, and I will then find an owner for it.
