Is this a problem trying to get something built under VS.NET to build under Monodevelop or is it something else? VS.NET includes System.Globalization in everything and at every opportunity despite it never actually being used! The usual way is to just include it in your assemblies list (again, depends on if you're using Monodevelop or compiling via the command line).
