You can try reverting to the old version and see if that helps:
http://android.xamarin.com/Releases/Mono_for_Android_4/Release_4.0.1

The adb.exe file is something that comes with Google's Android SDK. We install that for you, though it doesn't change with the new Mono for Android msi.

If you would like to try other versions of the Android SDK, you can get them directly from Google:

http://developer.android.com/sdk/index.html

Unfortunately, you are unable to install packages using Google's adb.exe from the command line. There are no Mono for Android components being used in that scenario. Therefore your best bet is to search the wider Android community for possible causes.
