* dates.{cc,hh}: added operator + and operator - for direct addition of
milliseconds to a date_t, resulting in a new date_t. Simplified the
boundary checking in operator +=, using that from operator -=. Both
of these now support signed 64bit values, passed by value. Make sure
the tests never run into invalid dates (i.e. d == 0). Maybe it's silly
to call 1970-01-01T00:00:00 invalid?
