* dates.{cc,hh}: made the member functions our_gmtime and our_mktime static,
our_mktime now returns a signed int, gmtime takes the milliseconds count
as an argument.
Dropped the millisec plural 's' so as to be consistent with other members
of struct broken_down_time.
Added Zack Weinberg's optimization for date_t::now().
Reverted the ordering of arguments for the constructor from broken-down
date elements, so that later elements can be optional. Added milliseconds
to that constructor.
Corrected an off-by-one bug in our_mktime, restructured that to cope with
years back to 0, added unit tests for that.
