experimental binary roster_delta format

To test this, run 'mtn db regenerate_caches' which will remove all rosters and
roster_deltas and regenerate them using the new binary delta format. This should
be done against a temporary database as it will leave things in a state that
can't be used by standard versions of monotone. This is fixable by running 'mtn
db regenerate_caches' again with a standard version of monotone.

Unfortunately this doesn't seem to make much difference to roster read
performance.

* roster_delta.cc: remove old basic_io printer; add new binary roster delta
  encoder/decoder with a fallback to the old roster parser when required
