* cmd.hh:
* commands.cc: combine the rcs and git command groups into one vcs group;
remove references to RCS and CVS because the rcs_import command is not in
this group and is not listed by help
* cmd_othervcs.cc (cvs_import, git_export): move to the new vcs group
