Configuration cleanup part 3.
* m4/library.m4: New file (code based on thirdparty.m4 on nvm.library-build)
which replaces all of botan.m4, idna.m4, lua.m4, pcre.m4, and sqlite.m4.
* Makefile.am: Small adjustments to EXTERNAL_CPPFLAGS & EXTERNAL_LIBS
required.
* configure.ac: Remove a little bit more cruft and clarify a comment.
