Get the BUILD_UNIT_TESTS ifdefs out of restrictions.hh.
* paths.hh, paths.cc: introduce new path_predicate classes
* work.hh, work.cc: provide a path_predicate wrapping work.ignore_file
* restrictions.hh, restrictions.cc: use a path_predicate for "ignore this"
instead of a workspace argument; use nothrow idiom for
path_restriction::skip_check
