Code reorganization to reduce number of modules linked into unit tester (5/n)
Change the packet functions that operate on certs to take a bare cert
rather than a revision<cert>. Move the trivial cert constructors into the
class definition. Together, this eliminates the dependence of packet.o on
cert.o. It's also a baby step toward not having the silly parametrized
cert thing anymore.
