* Makefile.am: Generate mtnopt from util/mtnopt.in here. Don't generate
package.m4 (this appears to be a vestige of the old autotest system).
Reorganize and update EXTRA_DIST on the presumption that all files under
version control (except the Attic) are supposed to appear in release
tarballs. Add logic to dist-hook to eliminate editor backup files
accidentally copied into the distdir (there were a whole bunch of these
in the 0.42 tarball). Suppress the pointless -DHAVE_CONFIG_H that
autoconf insists on putting in $(DEFS).
* configure.ac: Don't generate util/mtnopt.
