ChangeLog:
* monotone.cc (localize_monotone): Fold back into cpp_main.
* option.cc, option.hh: Various functions now take char* instead of
string&. Call gettext when printing descriptions, not when option
objects are initialized. Do not call localize_monotone.
* sanity.hh: Don't prototype localize_monotone.
* unit_tester.cc: no need to stub localize_monotone.
